Meaningless candidates are displayed on the Start Screen in Windows 8 and later #249

What steps will reproduce the problem?
1. Install Mozc r328 in Windows 8.1 update 1
2. Hit Windows key to show Start Screen
3. Hit Henkan key to make sure the IME is enabled
4. Type "ba-jon"

What is the expected output?
No meaningless candidates such as "b" or "?" are displayed.

What do you see instead?
Meaningless candidates such as "b" or "?" are displayed.  See the attached 
screen shot.

Please use labels and text to provide additional information.
