Issue 55: OBX overwrite funding source and eligibility

As Angela said, the addition of the OBX segment containing “30963-3” in OBX-3 is causing eligibility codes sent using “64994-7” in OBX-3 to be overwritten.  This is because 30963-3 was the first code used in the IIS to indicate vaccine eligibility. We later began using 64994-7 and maintained 30963-3 for compatibility purposes.  The IIS will be updated in a future upgrade of the 2.5.1 messages so it does not read 30963-3 as an indicator of eligibility.
The second issue is that the updated batch contains many malformed messages. It appears that an additional line which duplicates  the end of the RXA is being sent for some messages.
