Brief Summary of Changes in the Build:
The build contains additional state specific HL7 specifications for Arizona and New Mexico to adjust to their state specific requirements while still maintaining MU2/NIST certification compatibility and corrections to the function to process and include HL7 messages that were created for an export that was created but, because of transmission or Internet connectivity or other transmission problems, doesn't get transmitted completely to the state registry.

1 -an alteration to the MSH segment that is critical to certification since under certain situations, depending on what the site enters in for some of the various MSH specific SET parameters, it could affect the MSH segment.
2 -added checks in t3 to ensure that the content and formatting of the MSH segment remains consistent with NIST certification.
additional programming to ensure that the '&' and '\' characters are eliminated from all segments other than the various header segments. The characters no longer appear in our actual NIST test examples but for the 'real' world of interfacing and ensuring that all the messages that are actually sent from our sites to the IIS's, it is essential that these punctuation characters are eliminated from any of the other segments.
