Issue 1: Make capitols attackable

I don't know why we have never used the tracker in the past, but I think
that I will start! It beats having to remember what I need to do or writing
it down elsewhere. =)

Anyway, the capitols need to be attackable, probably by representing it
with a 'ship' so that it will fit nicely into the existing battle code.
They should be rather strong, and something special may have to happen with
the 'hull' (perhaps it is extra defense, i.e.: fortifications) and also you
must win in the end by 'boarding'. So, we might have to severely nerf some
of the ranged damage.

This is rather important for gameplay. Bump up the priority.
