What steps will reproduce the problem?
1. Open a gadget with a scrollbar, e.g. Currency Converter
2. Bring the gadget to the desktop, click on a currency to view the list 
of available other currencies
3. As you can see the scrollbar is functional, but visually incorrect

What is the expected output? What do you see instead?
Scrollbars are expected to change in size in proportion to the ration of 
view/total contant, as long as they maintain a functional size in 
consideration usability. This scrollbar uses the entire available vertical 
space, even if the view shows a handful out of many more currencies. It is 
not even clear that this is a functioning scrollbar

What version of the product are you using? On what operating system?
5.8 (current download) on Windows XP.

Please provide any additional information below.
To test you can download Currency Converter, by Currency System, Inc., in 
the Finance section. Then click on a currency to view the scrollable list.

The same gadget, although not specifically designed with the Mac in mind, works fine 
on the Mac too, however it exhibits a similar problem with the vertical scrollbar, 
which is unusable (so it's worse on the Mac than on Windows).
