Could you please try with below suggestion and let us know your feedback.
1. Could you changehttps://chrome-devtools-frontend.appspot.com/ to chrome-devtools://devtools/remote/. Also Make sure there is remoteFrontend=true in the url as well.

1. After change url, it shows the blank page. (attached the step1_console)

Then clicking "inspect" there should automatically do "chrome-devtools://devtools/remote" for you, no need for manual changes. Let us know if the suggestion does not work.

With Nexus Player (6.0.1 MOB30D) I never get that inspect link, shouldn't I be able to debug Android TV devices as well in chrome://inspect?

Having the exact same issue here with chrome 50.0.2661.75 (64-bit) on ubuntu linux
Hard refresh doesn't help (same error after refresh) and also I can't see the chromecast device at all in the chrome://inspect/#devices page

Object.observed has been removed as of Chrome v50 - but it seems like the chromecast dev tools rely on it to work

My firmware is 1.18.55065. Having the issues described here on Chrome 50 (Linux).

The debugging console is still not working for me on any of my computers (Win 10 & Mac OSX). If I try to click enter in the javascript console, it simply skips a line, I can't ever enter a command. This has been happening for months and is driving me up the wall. I also cannot see the Chromecast in the chrome://inspect#devices page. If I enter the Chromecast's IP address in the "Discover network targets" option, I see the Chromecast, but there is no option to inspect it.

27, I was able to fix that second issue by unregistering my Chromecast in the Cast dev console, doing a factory reset, and reregistering it. Might wanna give that a try.

Description
1. Updated Chrome to version 50.
2. Launch Chromecast receiver on Mac Chrome.
3. Blank page shows up.
What is the expected output? What do you see instead?
It should show google javascript/network console.
What version of the product are you using? On what operating system?
Chrome 50; Mac OS X EI Capitan 10.11.14
Please provide any additional information below.
1. The chromecast device serial number has been registered on Google Cast Developer Console.
2. The receiver app is published.
3. I have chromebook that also has been updated to latest 50. It works fine.
