windows: define and use syscall.Handle #1487

package syscall should on Windows define

type Handle uintptr
const InvalidHandle = ^Handle(0)

and then use Handle in the various system calls.
Similarly os.File's Fd method should return syscall.Handle on Windows.

This will make the port to amd64 easier.
