The access panel should be read-only when it opens, even if the user has write permission. An Edit button should be visible and enabled at the top of the screen to convert the view to be editable.

The read-only view should be implemented using a parallel editor hierarchy which does not have all of the edit widgets, so the browser can render the view more quickly.
