Issue 933: Gerrit is not sending email message when changing contact info - after waiting 2+ hours

What steps will reproduce the problem?
In gerrit (http://gerrit.pcs.mot.com), I cannot change my email address on the contact screen (currently set to craig.detter@motorola.com). The screen accepts my new email address, acd100@motorola.com, however the email never arrives in my inbox.

1.) goto the screen where changing email address.
http://gerrit.pcs.mot.com/#settings,contact

2.) click "Register new email..."
   type email (acd100@motorola.com)
   click "Register"

3.) wait for email to arrive
-- email didn't arrive in past 2+ hours ---
tried it again, still no email. tried it again, still no email.

What is the expected output? What do you see instead?
email should arrive in my inbox, never does.

Please provide any additional information below.

A test email to acd100@motorola.com confirms that this email address works to send email to me, so it is not the email system at fault, it must be Gerrit.
