Affected Version: 2.0

Allow any registered user to add one or more reviewers to an existing change
through the web UI.  This functionality used to exist in Gerrit1 on the
publish comments page.  In Gerrit2 it probably makes more sense to be in the
Approvals disclosure panel, just below the reviewers table.

It looks like this will require a new RemoteService.  Does adding the
following to PatchDetailService.java make sense?

  @SignInRequired
  void addReviewer(Account.Id reviewer, PatchSet.Id psid,
      AsyncCallback<VoidResult> callback);

Let me know if I'm missing some already existing functionality which would
work instead.
