What steps will reproduce the problem?
1. Put a Democratic Republic of Congo (DRC) SIM card in an Android phone
2. Look up the sim_country_iso using Telephone Manager
3. You will get "cg", which is the two letter iso for Republic of Congo, Not Democratic Republic of Congo

What is the expected output? What should you see instead?
