*****************************************************************

Affected Version: master, stable-2.11

What steps will reproduce the problem?
1.Create a group "team-oyster"
2.Run: ssh -p 29418 <gerrit_site> gerrit create-project --branch master --owner TEA <newProjectName>
3.Browse to: <gerrit_site>/#/admin/projects/<newProjectName>,access

What is the expected output? What do you see instead?
The project should not have been created, but the project has been created with the owner "team-oyster".

Please provide any additional information below.
While creating a new project and passing --owner <GROUP> option if the group doesn't exist Gerrit doesn't throw an error , instead Gerrit automatically matches the closest group name.
