Issue 3653: Logged time zone is incorrect in sshd_log following DST switch

What steps will reproduce the problem?
1. Start Gerrit server before the DST switch
2. Monitor logged time
3. After the switch, check the log again.  Local time will be correct, however timezone will not.

What is the expected output? What do you see instead?
sshd_log logs the timezone by default with every log message.  This should follow after a DST switch, but it seems the time stays correct while the timezone is wrong.  (This could be a Java bug, just manifesting in our logs.)

Please provide any additional information below.
An example logged message following the DST cutover this past weekend:
[2015-11-04 08:27:42,622 -0500] b86570ac user a/1000768 LOGOUT

Note this occurred at 8:27 CST (UTC-6).  Following an app restart, the following is observed:
[2015-11-04 08:31:58,554 -0600] 9d25bcad user a/1000768 gerrit.version 331ms 17ms 0
