What steps will reproduce the problem?
1. Open page [1]
2. Right click on the first name(Ben Nemec) or [2] and open in new tab
3. And when this is opened error appears as following on a transparent screen.

What is the expected output? What do you see instead?
I should see the profile of that person

Yep, only occurs on Firefox.  Chrome seems to handle '%2540' just fine while firefox barfs on it. It should be '%40' which is the same as '@'.  I believe this will fix it in Openstack land: https://review.openstack.org/#/c/236056
