Issue 3584: Rebase immediately after Submit yields circular dependency

Affected Version: (2.8.1-4-ga1048ce

What steps will reproduce the problem?
1. Submit PS1 of a change to a repo with gate-and-submit enabled
2. As the gate-and-submit job finishes, click 'Rebase'

What is the expected output? What do you see instead?
I expected the PS1 to be rebased and expected I would need to re-submit PS2.

Instead, PS2 appeared with PS1 as a parent.  The Dependencies section shows the patch depends on an outdated version of itself, and is needed by itself.  In the git repo, PS1 was merged and correctly appears at the head of master.

2.8.1-4-ga1048ce is based on the 2.8 series which isn't being maintained any more, so it's unlikely that we're going to investigate and fix this.

I can't see anything in the message log to indicate that the change had been submitted.

Are there any corresponding logs in Zuul?
