What steps will reproduce the problem?
1. Open a side-by-side diff with long lines
2. Use the horizontal scrollbar
3.

What is the expected output? What do you see instead?

We expect normal scrollbar behavior, i.e. clicking and dragging on the scrollbar causes the page to be scrolled left or right based on mouse movement, and releasing the mouse button 'drops' the scrollbar and makes it stop scrolling.

Instead, we see that the scrollbar continues to scroll even after releasing the mouse button.

Please provide any additional information below.

We see this in Firefox 38.0.1 and IE 11, but not Chrome.

Same here - very annoying issue in Firefox (38.0.1). Retested on Fedora Linux. Especially bad behavior in some cases: the diff opens horizontally scrolled to the right. One /must/ scroll to the left to be able to review, but now every mouse movement will scroll the diff horizontally. Reviewing in Firefox impossible right now.

We have since noticed that the vertical scroll bar is also affected. That is not as big of a deal and I kind of like it - if the behavior can be controlled, maybe it should be an option on the settings screen.
