The following CR is failing a few gate jobs: https://review.openstack.org/#/c/139894


What steps will reproduce the problem?
1. 'recheck no bug' this CR: https://review.openstack.org/#/c/139894


What is the expected output? What do you see instead?
Green happy jobs. Instead, Zuul is angry with me.

I see long stack traces in the logs, but this caught my eye:

So it appears that the unit testing system is trying to communicate information to a remote system and having issues. Since it is specific to my CR, I'm sure it is related to my unit testing code, but I was curious if folks have seen this sort of issue before. Just looking for a clue as to where to look in my unit tests for the offending issue.

This is specific to the setup of OpenStack. We (the Gerrit Open Source Project) cannot help with this.
