Affected Version: current master branch (v2.10-rc0-1076-g44cea2e)

What steps will reproduce the problem?
1. Type one of the proposed keywords into the search, i.e. "project:" and then leave it empty after that.
2. Alternatively visit https://gerrit-review.googlesource.com/#/q/project: or your local instance with that url.

What is the expected output? What do you see instead?
I get the "Code Review - Error" overlay. Additional information reads:
"line 0:-1 no viable alternative at input '<EOF>'"

If no value is given for a field, we should either ignore that field or list all of them, i.e. all projects available in that case above.

Please provide any additional information below.
I noticed this behavior when trying to add another field type "Depends-on:"

Also happens in 2.8.1-4-ga1048ce (https://gerrit.wikimedia.org/r/#/) but used not to happen years ago. Perhaps something changed in an underlying library (I think that, unlike gerrit, the OS of the machine was kept up to date).

Can also happen in the middle of the line for pretty much anything, for instance an autocompleted username which for some reason gerrit no longer likes or:
