Affected Version:v2.8.3

What steps will reproduce the problem?
1.Install gerrit under tomcat (apache-tomcat-7.0.39 ).
2.Setup authentication with LDAP ( AD )
3.Login with a password which includes a non-ascii char (example  "£" )

What is the expected output? What do you see instead?
you get incorrect user name/password, login failure

Maybe this issue is caused by an encoding mismatch between Gerrit and Tomcat. Tomcat use ISO-8859-1 for URI encoding by default and Gerrit use UTF-8. In the server.xml, add the following to the connector tag and see if this fix the problem: URIEncoding="UTF-8".
