Affected Version: 2.9-rc1

What steps will reproduce the problem?
1. Install 2.8.4
2. Confirm list of default groups
3. Upgrade to 2.9-rc1

What is the expected output? What do you see instead?

Expected: List of groups is the same

Actual: The groups "Registered Users", "Anonymous Users" and "Project Owners" are no longer there.  The only groups remaining are "Administrators" and "Non-Interactive Users".

Please provide any additional information below.

I believe this is due to [1]. Maybe hiding the system groups was even intentional? At least the ListGroupsIT test was adapted to not anymore expect "Registered Users" and "Anonymous Users" [2] ...
