Issue 2568: The description file of the git repo is not created / updated

Affected Version: 2.8.3

What steps will reproduce the problem?
1. Create a new 'example' project under gerrit
2. Update the description of the 'example' project
3. Check if there is a /path/to/my/repo/example.git/description file

What is the expected output? What do you see instead?
  The git repository should contain a description file.

Please provide any additional information below:
  I am using gerrit with cgit with the 'scan-path' option. And only the 'All-Projects.git' have a description. The other projects that I have created have none.

We are seeing this issue too at Eclipse. I recall this used to work in an older version 2.6.x before we updated to 2.8.3 where it's no longer working.

I have re-installed a new gerrit server version 2.8.5, and this time even the 'All-Projects.git' has no file description.
