Affected Version: 2.8

What steps will reproduce the problem?
1. git clone http://review/path/to/project
2.
3.

What is the expected output? What do you see instead?

Expected: Should be able to clone the project

Actual: Fails with an error when the project is in a subfolder. Works OK for projects in the root, i.e.

git clone http://review/project

Only works for projects in subfolder if /p/ is added, i.e.

git clone http://review/p/path/to/project
