What steps will reproduce the problem?
1. Update the commit message of a change from the web UI

What is the expected output? What do you see instead?

Expected: The updated change's timestamp should be updated and the change should appear at the top of the "open changes" list.

Actual: Timestamp is not updated; the change stays in the same position in the "open changes" list.

Please provide any additional information below.

Actually it does update the timestamp, but it doesn't reindex the change so that the query results which are fed from the index still contain the old timestamp.
