Right now, we need to insert by hand.  Gerrit could find out if new projects
have been added by looking under (select git_base_path from system_config) and
then showing a screen to allow further configuration of existing or new
projects.

Fixed when we added the 'init' command and its ability to scan the
gerrit.basePath recursively to pick up new projects.

Users should create projects using the create-project command over
SSH, but if they insist on making them manually they should use the
init command to rescan the project directory and push it into the DB.
