Affected Version: master

What steps will reproduce the problem?
1. Upload a change for review
2. Self-approve the change by giving Code-Review+2, see that the change state changes to "Ready to Submit"
3. Apply Prolog submit rule from [1] which requires non-author approval
4. Go back to the change and see that the change state is still "Ready to Submit" (even after reloading the screen)

What is the expected output? What do you see instead?
It is expected that the change state is "Needs Non-Author-Code-Review" after the Prolog submit rule has been configured.

Please provide any additional information below.
The change state is only updated when a new vote is done.
Trying to submit the change still fails, as Non-Author-Code-Review is missing.
