Affected Version: 2.0.13

The replication and git configuration goes in a totally different set of
files under /etc/gerrit; and of course some important things can only
be edited directly in the DB.

It would be cleaner if we move everything to a single set of files,
and avoid the DB configuration entirely.

We do have a chicken-and-egg problem of finding $site_path in the first place.
Maybe with a stand alone Jetty deal we can just make it a command line
argument,
and be done with it, e.g. `java -jar gerrit.jar --site-path=/etc/gerrit`.

Everything except JDBC settings and site_path are in gerrit.config now.
