Issue 1989: "Merged" commits dashboard only shows "check" for label max value rather than checking if the label is approved

What steps will reproduce the problem?
1.Change the default 'Code-Review' rule for a project (inherited from All-Projects) to the "1+1=2 Code-Review" submit rule by creating the rules.pl file in the project's refs/meta/config area (described in the documentation in "Gerrit Code Review - Prolog Submit Rules Cookbook") and pushing it back.
2.Modify a file in the project's area and push it for review to Gerrit.
3.Have one reviewer give the change a "Verified+1" and a "Code-Review+1".  Have a second reviewer give the change a "Code-Review+1".  Have this second reviewer also submit the patchset.

What is the expected output? What do you see instead?
In the "Merged" commits dashboard, the expected output for this change is a check mark in the "CR" and "V" columns.  Instead, what I see is a "+1" in the "CR" column and a check mark in the "V" column.
