What steps will reproduce the problem?
1. Look at change 39317 [1] and expand patch set 1

What is the expected output? What do you see instead?

The author's email address includes upper case letters.  This seems to cause the author name to not be hyperlinked.

E-mail addresses are case-sensitive. Does Gerrit treat them the same?

OK.  According to RFC 5321: "The local-part of a mailbox MUST BE treated as case sensitive".  So the behaviour is as expected.
