Restarting Gerrit while users have open connections to the SSH port is nearly
impossible, as you need to wait for the active connections to fully timeout in
order to reuse the network address.  Daemons that run persistently often use
SO_REUSEADDR when binding their server socket in order to sidestep this
issue.  Gerrit should support that behavior when starting its SSH daemon port,
permitting a faster restart cycle.
