1. Include Cyrillic symbols in commit message 
2. Send for review
3. See the "???????" in the title of review.

> What is the expected output? What do you see instead?
I expect to see original commit message in the "Change I154aa7ab: ...." title. Instead I see that all cyrillic symbols are replaced by '?' symbol.

This is dependent on the database you're using. In MySQL, you need to make sure your collations are not set to latin1.

Yes, you must add "character-set-server = utf8" to your my.cnf to tell MySQL use 'utf8' explicitly.
I Googled and debugged on this issue for two days ...
