Now that Gerrit supports downloading the old and new versions of a binary
file, we should support downloading site-administrator specified "safe"
extensions without wrapping them into a ZIP container first.  For example, a
Gerrit server on a corporate intranet that has relatively well-trusted users
might wish to directly download Microsoft Office document files, to make it
easier to open them for review.

(This started in GERRIT-132 but has been split out into its own issue.)

I wonder if we should support loading /etc/mime.types for example, and then
white-list files by mime type, rather than by extension.  We probably need the
mime type anyway so we can send a proper Content-Type HTTP header for the user
agent.
