we need comment in Chinese, where currently all Chinese charactors are become "??"

What database is your server using? Gerrit is Unicode compatible, assuming the database it stores the comments in supports Unicode. PostgreSQL and H2 both support Unicode by storing in UTF-8. MySQL however probably does not with the Gerrit Code Review schema.

Unfortunately I am using Mysql...

I've not used H2 database before. Can H2 maintain good performance when having 1M records in table? I am going to deploy Gerrit for a big project and I am afraid the performance will drop after a long time.

First, be sure INNODB is default storage engine of your mysql 
Then you could try set jdbc charset parameter directly, instead set database type as mysql. the jdbc url like this:
jdbc:mysql://localhost:3306/gerrit_db?useUnicode=true&characterEncoding=UTF-8
