Issue 1029: ACLs for Upload Merge Access and Upload Access don't work as documented

What steps will reproduce the problem?
1. Install 2.2.1
2. Select "Read Access" to be added for a project


What is the expected output? What do you see instead?

In 2.1.8, and according to the documentation, I should have choices -1, 1, 2, 3 for read access. But I only see two choices yes/no (I have downgraded to 2.1.8 and therefore cannot look up the exact wording).

I don't know if this is supposed to work differently in 2.2.1. If yes, the docs need to be updated (but I don't see how to give right for upload merge access without giving right for push branch). If no, this is a bug.


Please provide any additional information below.

It works in 2.1.8 ans 2.1.7.2. This was probably changed/broken in the commit below.

Yes, you are right, in Gerrit 2.2.1 there were quite some changes regarding the access rights configuration and the documentation still needs to be updated. There is already an open issue for that.
