Affected Version:2.1.6 Currently there is no permission you can give to users that will allow them to create a branch and maintain integrity of code review. Currently you need either +2 push_branch (which allows bypassing code review) or Owner access (which allows you to grant yourself permissions to bypass code review) There should be an permission that you can grant to a user group that will allow them to create a new branch from the UI from a SHA-1 that exists only in currently existing branches (not pending code reviews)
