| Issue 860: | Ability to reject uploading merge commits | |

Merge commits seem to confuse the local developers. No matter how often I tell them to rebase and not merge, inevitably someone goofs up and uploads a merge to gerrit, then they just submit it since at that point it's less trouble for them than rebasing their changes. (And I personally find it ugly when the merge then gets merged by gerrit because neither parent is the branch tip.) I realize this is perhaps a social problem, but it would be nice if gerrit could reject merge commits. Perhaps via Read access having a "+3 Upload merges" that needs to be explicitly set to accept merges.
