Affected Version: 2.0.3

Run Jetty with a small-ish memory footprint.  Rebuild Gerrit many times and
reload the WAR while the container is running.  Eventually Jetty runs out of
memory and refuses to load the WAR.

This may just be caused by the Sun JRE pushing all Class objects into the
PermGen space, and then being unable to GC them out of there.

I haven't seen this show up in a while, but I'm fairly certain this is caused
by the Sun JRE not clearing out class files from the PermGen.  So not an issue
we can really resolve in Gerrit Code Review.
