What steps will reproduce the problem?
1.SSH Public Key
2.Add SSH Public Key
3. Open Key

What is the expected output? What do you see instead?
prompt 'Open Key Unavailable: Java not enabled'

That message means Java is not enabled in your browser.

The Open Key button requires loading a Java applet in order
to access your computer's harddrive and open the key file
directly from it.

In your case, your system administrator has probably set
your browser to disable Java applets, as the plugin has a
number of known security issues.

When the applet isn't available we should switch to a
normal file upload system.  Its not as easy to find your
key files on the local drive, but it does avoid needing
to copy and paste manually.

Open Key applet has been removed in future versions.
