What steps will reproduce the problem?
1. Declare authGroup = a-nonexistent-group in replication.config
2. Observe that projects visible to Anonymous Users are replicated instead.

What is the expected output? What do you see instead?

Instead we shouldn't replicate anything.  If none of the authGroups listed in a replication.config remote match our database, we shouldn't assume Anonymous Users + Registered Users membership.
