When making changes to a bug in Bugzilla, for example, the user is told that 
Bugzilla sent an email to join(", ", @list_of_emails) - this makes it easy 
to know whether you need to additionally contact someone to bring the change 
to their attention, or if that notification is sufficient.

It'd be nice to know in Gerrit whether your push generated an email to some 
relevant person or not, or if notification of your code review comments were 
sent to anyone useful.

This has some privacy implications to it.  When a user is BCCd on
a notification, I can't show their address on the web UI.  But I
can show the people who were in the To/CC lines of the message.

Hi Shawn,

I don't want to hijack this *too* much, especially given the age, but what exactly is a case for triggering BCC on notifications? Watches only? (I ask in part because I've seen this happen, and I couldn't explain why.)
