Particularly for what gitweb displays: 1. We need to be able to point HEAD at whatever branch is the "active" or "default" branch in a repository to minimize confusion when going to the gitweb view of a repository. 2. For repositories like kernel/experimental, where there is no clear "active" branch, we need to be able to point HEAD at a not-yet-born branch (or just a magic empty branch?) so that the top level gitweb view becomes, in effect, a menu of the experimental branches.

This should also cause clones to end up on the correct branch from the outset. We are using git-flow and want repos to start out on develop instead of master. However, doing this behind the scenes doesn't seem to affect cloning. (See Issue 2423)
