In Gerrit the wild card project represents all projects. This is why I would propose that adding the wild card project to the watch list should enable e-mail notification for all projects (already now you can add the wild card project to the watch list however this is currently not triggering any e-mail notifications). If we go for this idea, we should discuss what should happen if a user - adds the wild card project to the watch list and enables for it e-mail notifications on new change, on comment and on submit - adds project A to the watch list and enables for it only e-mail notification on new change If now a change of project A is submitted, there are two possibilities: 1. e-mail notification is sent since on submit e-mail notification for all projects is configured 2. e-mail notification is not sent since the more concrete configuration for project A says that no e-mails should be sent on submit Which possibility do you prefer? Personally I would vote for option 2.

I agree with option 2, the specific project configuration should override the all projects settings.
