Affected Version: 2.1.1.1 (gitweb version 1.7.0.2)

What steps will reproduce the problem?
1. Set gitweb.cgi to /path/to/gitweb.cgi
2. Observe that links which should be pointing to other gitweb pages within
the Jetty CGI servlet are actually pointing outside it. For example:

<a title="Search for commits authored by Mike.lifeguard" class="list"
href="/gitweb?p=SULWatcher.git;a=search;h=9706f8b6f36f97ee8986fd4d07ba5beee3fab967;s=Mike.lifeguard;st=author">Mike.lifeguard</a>

This should be pointing to /gerrit/gitweb?... instead, which would be
correctly handled by the Jetty server.
