Reported by Shawn Pearce <sop@google.com> on Tue Jan 27 20:46:08 PST 2009 Source: JIRA GERRIT-48 Affected Version: 2.0 Require that a user be at least 'project owner' for at least one project in order to create a group. This would reduce group creation "spam" from people just poking at buttons. We can reasonably assume that if a user owns a project, they'll try to understand what groups are and how they work so they can apply them for access control to the project(s) they own.

In our use case scenario for gerrit, it is desired to leave group creation feature only for 'Administrators' group. Predefined global criteria determining who is able to create a group seem arbitrary. I propose to introduce some additional meta-configuration for this aspect - something like 'which groups can create groups'.
