What steps will reproduce the problem?
1. Create a branch with different ownership characteristics than the rest
of the system.
2. As user A, create a change in that branch in a project that user B is
not an owner of in the master branch.
3. As user B, attempt to force-abandon that change

What is the expected output? What do you see instead?
EXPECTED: Gerrit interface should present an "abandon" option to user B for
the change.

ACTUAL: No such option is visible.
