Affected Version: master

What steps will reproduce the problem?
1. run gerrit and start the ssh 'gerrit stream-events' command.
2. upload a change
3. vote on the change (i.e. Code-Review+1)
4. on the change screen click the 'X' next to the user that voted on the change.

What is the expected output? What do you see instead?
The vote is updated on this change however no stream event or change hook was fired for the update.   I would expect gerrit to fire a comment-added event. 


Please provide any additional information below.
The event and hook does get fired fine when using the 'reply' button to change the vote.
