internal server error when pushing a change and setting a label.  only happens with users that have not registered an email address.   

Affected Version: Gerrit 2.11.3

What steps will reproduce the problem?
1. Create a user but do _not_ register an email for the user
2. Use that user to push a new patch to Gerrit.  Push and set a label in one command (i.e. git push origin HEAD:refs/for/master%l=Code-Review+1)

What is the expected output? What do you see instead?
The push should work without error, new change should have gotten uploaded to Gerrit.  Instead I get an 'internal server error' from the push command and I see a NullPointerException in the logs.
