What steps will reproduce the problem?
1. Go to https://gerrit-review.googlesource.com/changes/?n=25&O=81&S=0&q=status%3Aopen
2. Examine the JSON date fields and observe that they don't conform to the ISO 8601 standard (https://en.wikipedia.org/wiki/ISO_8601)
3. They're close, but not there.

What is the expected output? What do you see instead?

I think this is intentional.  See the implementation of SqlTimestampDeserializer in gwtjsonrpc:
