What steps will reproduce the problem?
1. Define a label with function AnyWithBlock and values +1 +2 such that:

[label "Custom-label"]
  function = AnyWithBlock
  defaultValue = 1
  value = +1 No score
  value = +2 Positive

2. Create a change and add a reviewer to the change.
3. Vote +1 to the label.

What is the expected output? What do you see instead?

The Custom-label should stay black and allow submit.
Instead, it turns red while still allowing submit.

Please provide any additional information below.

This bug is not only limited to the function AnyWithBlock, but also to the default function. 
Thus it seems like the bug is universal to a label with any type of function.
