I want to be able to create a dependency between two code reviews in gerrit in different repositories. This should also allow me to create a dependency between code reviews in the same repository without having to pull a commit that is up for code review into my local workspace before pushing a patchset.

Basically I want to ensure that a commit in repo A cannot be merged unless a commit in repo B has been merged first. This would enforce the order in which these commits have to be submitted and also give visibility to reviewers so they can see that these two commits in separate repositories are related.

Have you seen the change.submitWholeTopic option? <https://gerrit-review.googlesource.com/Documentation/config-gerrit.html#change> The hope is for that to be the default some day.
