Affected Version: 2.11.x, master

What steps will reproduce the problem?
1. As a CLA approved user, create a new change
2. As a non-CLA approved user, create an edit revision and then publish it

What is the expected output? What do you see instead?

Expected: the user who has not signed the CLA is not allowed to publish the edit.
Actual: the user is able to publish the edit

Please provide any additional information below.

It should probably not even be possible to start an edit session if CLA is required but user does not have it.
